10.1 Regulatory Framework

  1. Role of International Civil Aviation Organization;
  2. Role of the European Commission;
  3. Role of Pakistan CAA and general understanding of Civil Aviation Regulations;
  4. Pakistan National Aviation Policy (NAP) CARs-1994, ANOs, AWNOTS, Policy Letters, etc;
  5. Role of EASA;
  6. Relationship between the various Annexes (Parts) such as EASA Part-21, Part-M, Part-145, Part-66, Part-147 Relationship with other Civil Aviation Authorities

10.2 Certifying Staff – Maintenance

  1. Detailed understanding of ANO-066 and EASA Part-66.

10.3 Approved Maintenance Organizations

  1. Detailed understanding of ANO-145/EASA Part-145 and ANO/EASA Part M Subpart F

10.4 Air Operations

  1. Commercial Air Transport/Commercial Operations Air Operators Certificates;
  2. Operators Responsibilities, in particular regarding continuing airworthiness and maintenance;
  3. Aircraft Maintenance Program;
  4. MEL/CDL;
  5. Documents to be carried on board;
  6. Aircraft placarding (Markings);

10.5 Certification of aircraft, parts and appliances

(a) General

  1. General understanding of Part-21 and EASA certification specifications CS-23, 25, 27, 29.

(b) Documents

  1. Certificate of Airworthiness; restricted certificates of airworthiness and permit to fly;
  2. Certificate of Registration;
  3. Noise Certificate;
  4. Weight Schedule;
  5. Radio Station License and Approval.

10.6 Continuing airworthiness

  1. Detailed understanding of Part-21 provisions related to continuing airworthiness Detailed understanding of EASA Part-M and ANO-M.

10.7 Applicable National and International Requirements for;

(a)

  1. Maintenance Programmes, Maintenance checks and inspections;
  2. Airworthiness Directives; Service Bulletins, manufacturers service information;
  3. Modifications and repairs;
  4. Maintenance documentation: maintenance manuals, structural repair manual, illustrated parts catalogue, etc.;

Only for A to B2 licences:

  1. Master Minimum Equipment Lists, Minimum Equipment List, Dispatch Deviation Lists;

(b)

  1. Continuing airworthiness;
  2. Minimum equipment requirements - Test flights;

Only for B1 and B2 licences:

  1. ETOPS, maintenance and dispatch requirements;
  2. All Weather Operations, Category 2/3 operations
